Reading Inventory Initial Placement

I will be administrating the Reading Inventory to incoming 7th graders (they are currently 6th graders). For the Estimated Reading Level (initial placement only), what should I place them at? Undetermined, Below Grade Level or On Grade Level? Thank you!

    It is best to choose an initial placement level for the students. If these are potential READ 180 or System 44 students, selecting Far Below Grade Level would be the best designation.
