Not seeing the growth

I'm a new Read 180 Universal teacher. I'm not seeing the growth that I think I should be seeing in the students' Reading Inventory scores. My 4th grade class is all showing growth but many are minimal (30-50 points) from the beginning of the school year. My 5th grade group only half are showing any kind of growth. Some aren't showing growth because their second RI score dropped quite and bit. How do I kick start to see more growth? I'm doing everything by the program. Ideas are appreciated.
